I have some idea, but I’d like to check if anybody has arrived at other conclusions, or ones close to mine. I’d welcome scriptural support as well. Who is really in charge? This may come as a trick question to some.

This is a multi-layered question. What is hell? What places or conditions are called hell? Who rules hell? Who’d decides who lives or dies? Who decides the fate of those going In or out of hell?

There are I think 5 words used in scripture to describe the state of the dead; gehenna a valley outside Jerusalem that was a trash dump with constant fires burning, sheol the abode of the dead, hell place of torture of the evil dead, hades God of the under world and tartaros God of the stormy pit. As to who rules each one of the above, it is either a pagan God or Satan. As to who lives or dies, would be the God that controls each version of afterlife. As far as going in or out of hell there are a variety of beliefs. Islam teaches it is possible under certain conditions to escape hell as does the Catholic church. True Christians know what physical life and death is. Ultimate power over all things is Yahweh the Almighty God and Father of our messiah Jesus.

In short, Yahweh and Jesus are truly in charge, of all the hells. And if the New Testament is any indication, Jesus explicitly calls the shots in various particular instances, with exception of the angel of the bottomless pit. But no one else seems to discuss this with this level of nuance. At most from Google search, it would be Yahweh, but not Jesus. But as all authority was given to Jesus, except the Father Himself, it would make sense that all the Hells are included.

You’re the first one, who actually agrees with me regarding the nuances of the rulership of Hell. Mainstream Christendom, and even popular culture offer little to no help regarding this matter.

There is no place of eternal conscious torment called "Hell".
Correct, but I’m only stating who is in charge. What happens there is another argument in which I already agree with you. At any rate, Jordan Peterson found that part out, Jesus being in charge of the Heavens and Hells.

For my two cents, time affects the thoughts also. There comes a time after the end of days where Yeshua will return all His authority to the one who gave Him that authority. That being the case, there will be only One who is "in charge."

1st Corinthians 15:24-28 Then comes the end, when he delivers the kingdom to God the Father after destroying every rule and every authority and power. For he must reign until he has put all his enemies under his feet. The last enemy to be destroyed is death. For “God has put all things in subjection under his feet.” But when it says, “all things are put in subjection,” it is plain that he is excepted who put all things in subjection under him. When all things are subjected to him, then the Son himself will also be subjected to him who put all things in subjection under him, that God may be all in all.
And, "hell" is not the final place since it will be thrown into the Lake of Fire.

Rev 20:11-15 Then I saw a great white throne and him who was seated on it. From his presence earth and sky fled away, and no place was found for them. And I saw the dead, great and small, standing before the throne, and books were opened. Then another book was opened, which is the book of life. And the dead were judged by what was written in the books, according to what they had done. And the sea gave up the dead who were in it, Death and Hades gave up the dead who were in them, and they were judged, each one of them, according to what they had done. Then Death and Hades were thrown into the lake of fire. This is the second death, the lake of fire. And if anyone’s name was not found written in the book of life, he was thrown into the lake of fire.
