Jesus, as the new legislator, expected his new legislation to be listened to and obeyed lest his listeners – at the time – be judged for not doing so!

Jesus spoke in parables so that the people could not understand, Mark 9:9-12 , the ears to hear is God opening the mind to understand. God adds to the church such as should be saved. Acts 2:47 . Even Paul said, 1 Corinthians 3:6 , Paul and Apollos could preach until blue in the face but God had to open minds to hear and understand what they preached.
How could Jesus expect his listeners to listen if it’s not given to them to hear ? Even Jesus preached to thousands during three and a half years but only 120 souls were in the upper room on the day of Pentecost. In this current age it is not given to all people to hear. There is more than just one time for the opportunity of salvation and each person will be placed in their time, each in their own order, 1 Corinthians 15:22-26 , this is why there is a millennium and second resurrection. 1 Corinthians 15:19. Those who have not heard now will hear later.
