I have seen how many churches baptize and many of them neglect the laying on of hands. Only being baptized is just part of the journey, the second part is the laying on of hands. Baptism is for the forgiveness of past sins, 2 Peter 1:9 , baptism washes away all your past sins so that you stand ready free from sin to receive the Holy Spirit by the laying on of hands. Ananias baptized Paul, Acts 9:18 . Ananias was not in the ministry but was a disciple. Acts 9:10 Ananias laid hands on Paul. Acts 9:17 . Other scriptures about laying on of hands; Acts 8:18 , Acts 6:6 , 1 Timothy 4:14 , 2 Timothy 1:6 , Hebrews 6:2 .
Baptism and laying on of hands need not be done by ministry but by a disciple like Ananias. Anyone who is truly converted and has the Holy Spirit can baptize and lay on hands. If no such person is available then after baptism the prayer is made for God to stretch His hands from heaven to lay on us to receive His spirit. Baptism makes you sinless, the spirit then keeps you in the sinless state through the continual access to God through Christ for forgiveness the rest of our life.

The laying on of hands is extremely important just as much as baptism is but these two things address both past and future. The one, baptism, makes you fit for the other, the Holy Spirit. 1 Peter 3:21 Did you have hands laid on you after baptism ?
