The Jewish principle of agency, the one sent is identified as the sender, is used by Paul in 2Cor 8:23:
"As for Titus, he is my partner and fellow worker for your benefit. And as for our brothers, they are messengers [apostolos] of the churches, the glory of Christ."
In this instance the apostles [messengers, representatives] are officers of Christ by whom the Church is built.
As a result, they may be compared with the prophets of the OT, themselves agents of the one God.
For example, in 2Sam 10 the shaming of the messengers of David by the Ammonites leads to war.
