Remember that the inhabitants of Sodom and Gomorrah did not have the Holy Spirit therefore are eligible for repentance and forgiveness. Jesus said, all manner of sin and blasphemy shall be forgiven unto men.
Matthew 10:15 All sin brings death, this has been true at all times and you and I have sinned both before and after conversion, before in ignorance without God after in weakness with God. Both of these conditions have a program to provide forgiveness. Mercy is to triumph over judgment and where sin abounds grace abounds much more. The scripture you gave though is actually about Jerusalem and God comparing her sins to Sodom and Samaria. Ezekiel 16:1-2 Verse 60-63 God will establish the new covenant with Jerusalem, Sodom and Samaria but not before they all drink from the cup of Gods wrath, Jerusalem drinks a double portion. Isaiah 40:2 Revelation 18:6
