This is speaking of the “ law of love” . The Ten Commandments lacked agape and relied on human effort only by physical works of the law. Isaiah 42:21 was a prophecy fulfilled by Jesus who magnified the law to include the true cause of sin, our thoughts. Gods love from His Spirit empowers the Christian to think with love and therefore act and speak with love. Paul brings this out in Romans 3:31.
