Notice the difference in translations:

1) NWT "In brotherly love have tender affection for one another.+ In showing honor to one another, take the lead."

2) LEB "being devoted to one another in brotherly love, esteeming one another more highly in honor,"

There is no "take the lead" in the original greek Romans 12:10 Greek Text Analysis (biblehub.com)

To me this is talking about the "body of christ" or the "church". Those that belong to the body of Christ (which are those that believe in him and are dedicated to follow him) are to have this devotion to one another.

Becoming more and more legalistic is going back to old ways of the law. It is not devotion or tenderly affectionate to impose rules on each other like no beards, women wear skirts or dresses, etc. Those taking the lead should be exemplary and most of all loving like Jesus is.
